The cap should be mandatory (as it is in the rest of the world). 2) The second problem may be it's only for some and not for everybody: it's a recreational pool, so there is only ONE lane reserved for people doing lap (at least in the afternoon, I don't know during the rest of the day) which sometimes is not enough, and you will find kids every now and then crossing the lane, playing, jumping, people totally unaware of what is a lap lane, or people just chatting in the middle of the side.
